Creates a new user account. If organizationName is provided, creates a new organization
and assigns the user as admin. Otherwise, assigns user to the Public organization as consumer.
If the email already exists and organizationName is provided, adds the existing user to the
new organization as admin (after password verification). Then logs the user in and returns
access and refresh tokens.
